I think you are getting confused, the 10% rule is to account for vehicle speedo calibration, not actual speed, most car speedos are calibrated to have a 10% inaccuracy and normally read higher than you are travelling. As such you would be travelling at an indicated 80, you are actually travelling at only 73/74mph. Most people travel at 70, but actually travelling at 65mph. So if you are travelling at an actual 80mph you would see around 90mph on your speedo.

Daniel, you usually do better than this so im suprised you havent been more precise and quoted what legislation is being breached. You seem to be suggesting that it is a breach of contract law if it is in the gym but what is it a breach of in an outdoor public place? That can't be cotract law then so what legislation would that be in breach of? Presumably if there is any breach, it would be a breach of civil law not criminal law right? Please can you provide some extra info as many people will be quite surprised by this, thanks

Interesting…I’m from Wales (home of the 20mph everywhere 😂) recently my husband had a letter from the police saying that he had been caught doing 27mph on a 20mph road, it advised that he was not going to be prosecuted or fined, that this letter was a warning letter to make him aware that the road he was travelling on is a 20mph road, but that if he was caught a second time he would be fined… it looks like they are giving people the benefit of the doubt in 20mph areas because even though it’s been in for some months now, a lot of people are still confused about the speed limits because of bad signage 🤷‍♀️, I think had he been doing over 30 then they would have considered him as speeding and he would have been fined

Of course "Bailiff" should be on the restricted / sensitive words list. But surely, those 2014 Regulations are secondary legislation, which do *not* require acts of parliament to change the law? It's a Statutory Instrument (SI 2014/3140) and can be varied by the minister at the stroke of the keyboard. In fact it could be done on July 5th! One of the whole rackets with secondary legislation is that recent governments have transferred more and more into that category so that Parliament never gets a look-in. It's how the majority of the initial Covid regulations were carried out under old public health acts going back to the 1970s.

*I spoke to TV licensing today* after a warning letter this week. They categorically told me that the sentence: …”watch any programmes broadcast OR live”…. Telling me that the emphasis is on the word BROADCAST and therefore applies to all channels, not just BBC. I tried to debate that it’s only “live” tv that the other channels fall under and instead she was adamant this is wrong. And the law changed in 2003 apparently. She asked if I have a tv and phone and PC. How it is hooked up. I wasn’t going to lie, I have a TV and it’s hooked up to FreeSat via a dish. She tells me this is against the law and they’ll want to investigate to ensure it’s disconnected. She then asked if I watch RUclips, so I thanked her for her time and said I’ve got to go. Presumably I now have to delete Skype off my computer and FaceTime off my phone - as those surely fall under ‘live’. And I’m guessing ‘broadcast’ (a separate term to live) covers anything sent over the waves (masts, sat-dishes) that is a scheduled channel. Madness.

I was one of thousands of other people that were mid-appeal as the Beavis case was going through court. Whilst my appeal sat with POPLA they advised they will be waiting for the outcome of that case before making a decision. With that loss for Beavis, I and thousands of others lost their appeal by default. Unfortunately I was unaware of this as I had moved home twice in the time that case took to proceed, and only found out when trying to get a new rental agreement, and finding out from the Estate Agent that a CCJ had been placed against me, a good 4 years after the initial incident. I see so many people state with authority that PCNs should be ignored; I've given up trying to convince them otherwise. That said, I still appeal every ticket I receive, if only to extend the 50% grace period, and waste their time a little bit more!

I had an apartment that i paid a TV licence for. I left to live with my girlfriend, who became my wife and cancelled my licence. I brought all my stuff with me, leaving nothing in the apartment except a bed and a sofa, I redirected my mail permanently. I didn't visit it again until I was doing it up to sell it on, approx 2 years later, because there was nothing in it I didn't feel the need to check it. On my return I could barely open the door, hundreds of TV licence warnings were piled up against the door, it was absolutely staggering how many there were. They threatened legal actions, fines, court etc. etc. The best bit was they had no idea who lived there, the letters were addressed to whoever lived there. Hilarious. The amount of cash for all of those letters, wasted and for what? I wonder how many nobs came out to investigate? I never contacted them and someone bought the apartment, no doubt being deluged with more letters.

Bailiff should certainly be a restricted word on company names. Dealing with debt collectors is bad enough without them being allowed to use that name. I hasten to add that I only dealt with debt collectors because British Gas kindly supplied all of my personal details to a debt collection company for a debt that wasn't mine.

Write a letter back using their legal language from the parking site stating that by reading your reply and not cancelling the invoice binds them to your terms and conditions which are that all further time spent by you responding to their erroneous letters will result in a counter claim of your time charged at £350 per hour (timesheet to be provided at court) and that if a letter of correction/apology is not received they are bound by your terms and conditions. I have done this several times and never heard back. DCBL are the cowboys that had that horrid TV show called something like Dont pay we will take it away which they use to try and enforce their position and scare you. DCBL Ltd are the debt collectors assigned who chase and then they send it to DCBL legal (across the corridor in the same building) or Zenith Debt collection (where they sell the debt on to get some money back and let Zenith chase you).

Slowed down for that awkward corner where cyclists / pedestrians/ bus stop users clash. Guy behind on a converted e bike wasn’t too pleased with my over-cautious approach. Started shouting all sorts at me, gets off his bike and gives me a mediocre right hook. I did apologise to him for not cycling quick enough and not having eyes in the back of my head. Too fast, as a push bike cyclist I rarely filter due to the risks such as this plus it annoys other motorists, normally any delay is only a few min so the gain is negligible

I agree with the argument against the law which is sort of inbetween so not definitive on how fast you can filter so if the speed limit is 20 mph if this was a cyclist then te opinion would almost certainly be different but they filter for the same reason at similar speeds and the accident would be practically the same mainly as the biker did slow down rapidly but a pushbike would not have slowed down as quickly due to the fact the brakes on a push bike and the fact they don't have to follow the speed limit so possibly travelling faster than the motorbike and resulting in a bigger injury? Either way the pedestrian did not make sure the way was clear and didn't use an appropriate crossing that almost certainly was available further up the or down the road so putting the blame on the biker is wrong maybe 80 /20 to the pedestrian as they didn't use the safe crossing provided on said road!

Yes- I would understand that Bailiffs have been authorised. I get one of these letters weekly from this company (whom you haven’t named but I recognise it). From the first letter 2 years ago I wrote (registered mail) stating I was innocent and had made no error (had complied with all of their rules) and took photos, showed my valid Blue badge; showed them I was parked correctly in authorised Disabled bay at GP office, and proved I was in there for 6 minutes before I left because I was ill and was picking up my MS mediation,. etc, etc., I instructed them immediately to provide me with a Court date, etc…. and have done this X 4 - all letters sent registered/recorded delivery and have copies). However, the company send threatening letters weekly and are obnoxious in the extreme…even threatening to send the Police!!! I no longer respond and have made it clear i will not until they give me a court date (asked for X4). I am 73 and find their letters very threatening and very frightening. However, I stand my ground as I have committed no infringement at all. Why don’t the government put a stop to these sharks, or at least listen to us - the public?

This clip is really really old. I bet its over 5 year old. The original clip shows the women did appear out of nowhere. She was allready 'running' between the cars when she left the pavement. Between being seen and being hit is about 0.5 seconds. So even if the motorcyclist had reduced their speed. The impact would have still happened. Filtering is considered with a maximum speed of 25 mph. Once above that it's just considered overtaking. As a ex motorcyclist who has also crashed into a pedestrian while filtering at 20mph. The only injurys were a few bruises to the pedestrian and bruised ego. Allthough my pedestrian stepped out from infront of a 7.5T LGV. So I really had no hope on seeing her.

One hypothetical that's always interested me... if I drive down the motorway at eg 81mph (fast enough to be outside any 10%+2mph etc etc guidance) and get caught by 4 different speed cameras, I will presumably get 4 fines and 4 sets of points. Can I make the argument that I have actually only committed one speeding offence, if I have not slowed down in between the cameras? I have only exceeded the speed limit once, regardless of the distance covered, therefore surely it is not 4 offences? Similar in principle, I theorise, to a situation where you walk into a shop, take an item, and then walk back inside 3 more times while carrying it before leaving... you have not committed 4 shoplifting offences, you have stolen one item Obviously it potentially opens you up to a dangerous driving or driving without due care and attention charge or similar "catch all" offence, but it's an interesting thought. Unfortunately I am not volunteering to test this in court.

You clearly dont travel on the motorway much or only around London. I would say the AVERAGE speed for cars on free moving motorways is 80mph.

Never heard of the ‘+2’ aspect of this rule, but well aware of the 10% aspect. The 10% was introduced to compensate for the inaccuracies of the speedometer - which in theory would need to be tested after every allegation of speeding. So, it becomes quicker and cheaper to give the 10% tolerance…

I was told that many car companies set the speedo slightly slower than the actual speed so 48/49 instead of 50 etc…. Plus it also varies on the age of a car, you can tell by the average speed zones Not sure how true it all is
